| In recent years, the number of the occupational hazard and disease patients is continiously rising all around the world, especially in China.Accompanied by the fast pace of global integration, industrialization and urbanization, China has become the country with the most occupational patients. To some extent, it retards the economic and social development. It's very important and undeniable responsibility for government to observe and implement social regulations on labour health protection.But now the "regulation" product that government provided has failed to satisfy the increasing labour demand.The low effectiveness of government regulation is closely related to the irrational regulation cost and benefit pruduced by government regulation action.Analysing the cost and benefit of occupational health regulation helps to enhance the transparency of information between clients and agents, relieves the imbalance of cost and benefit which cause by negative externality, confirms the scale of government's "the public production of regulation"and improves the efficiency of government occupational health regulation. According to the structure, the cost of occupational health regulation are divided into direct cost which consists of operating cost and compliance cost and indirect cost composed of social cost, risk cost and opportunity cost. Meanwhile, the benefit of occupational health regulation mainly contain the benefit of labour, employing units and society. With increasing national policy support, the industrializaion of Xinjiang province has rapidly developed in recent years.Through field research and information collection, taking it as a typical case and measuring the status of the cost and benefit of occupational health regulation in China, some problems have been drawn from the quantitive and qualitative analysis,such as not enough regulation, less efficieness of regulation and less optimized structure of regulation cost. Above all, in order to improve the effectiveness of government occupational health regulation, it is obvious the following things should be done:speeding up the construction of government's occupational health regulation system; enhancing the efficieness of the use of regulation cost; perfecting occupational health providing mechanism which multi-body participate in; taking appropriate incentive regulation measures; introducing the Regulation Influence Evaluate system which taking cost-benefit analysis for core and so on, to make sure labour's life and health rights can be finally realized. |
