| The phenomenon of "Seeing a doctor is difficult and expensive" in developing country is ultimately caused by the continuous soar of medical expense and its growth speed is higher than that of the national economy and finance income at the same period and consumedly quicker than the growth of residents' income. The fast- soaring medical expense has already outrun the economic and mental bearing capability of people at present stage. The Social Blue Book The 2007: analysis and prediction of Chinese social situation published by The Sociology Bureau of the Chinese Academy of Social Sciences has explicitly showed that the residents both in city and countryside of our nation think that "Seeing a doctor is difficult and expensive" is the most outstanding social problem. There is no disputing that "Seeing a doctor is difficult and expensive" has become a great livelihood problem which will affect social stability and social harmonious development. Therefore providing rural medical and health institutions with safe, effective, economical and suitable feasible medical techniques aimed at common and frequently-occurring diseases which threat the health of the masses is significant for enhancing the rural health service level quickly and to some extent, remitting the problem of "Seeing a doctor is difficult and expensive".This research is aimed at clarifying the actual effect and problem of expanding feasible medical techniques in countryside in Chongqing, probing into a long-term effect input mode fit for expanding feasible medical techniques in our city, researching the important input factors in the interrelated modes and putting forward a problem-solving countermeasure, thus providing political reference for hearth ministries and other parties who expand feasible medical techniques.The research combines the characteristics of feasible medical techniques on the basis of other scholars'achievements, combines quantitative analysis and qualitative analysis and discusses the human-resource-and-team-related problems in expanding feasible medical techniques through related statistics of feasible medical techniques trainees'p02 form, thus synthetically analyses the crux of long-term effect input mechanism.Through analysis, the research discovers that the effect of expanding rural feasible medical techniques in our city is relatively good. Up to June, 2010, in demonstration counties of pilot project, the training for using and expanding feasible medical techniques has been accepted by over 70% of health institutions on county and township level and more than 50% of hearth care workers in village-level hearth institutions, and the total amount reaches 7,000. According to incomplete statistics, with the expansion of feasible medical techniques, the total amount of rural beneficiaries in our city has already surpassed 400, 00, and the medical service level has been improved effectively. But at the same time, the problems are also outstanding. The problems mainly manifests in following aspects: the change of Township Hearth Centers'position shakes the organization foundation of the expansion of feasible medical techniques; the general level of rural hearth care workers is relatively low; the long-term effect input mechanism of rural feasible medical techniques is unsound; the government's main responsibility is absent; the powers and duties of governments at all levels are not clear and the management system is disordered.The innovation of this research lies in: it is easier to get first-hand true data through combining historical evolution of feasible medical techniques with on-the-spot investigation and to hold the key point of mechanism construction through independently analyzing the Township Hearth Centers which emphasizes the main point of rural primary medical network.. |
