BackgroundMedical services price is one of the focus of the hospital and the patient during the treatment. It directly affects the benefits of the patient, and it impacts the economic profit of the hospital as well. The fiscal input from the government occupy small ratio in the whole operation cost of the public hospital, and the reimbursement mechanism isn't in place, these make some public hospitals cannot work efficiently, even work with high risk(debt-ridden). So it's great significant to appropriately issue the policy about the medical services price in the new round of health care reform. The policy will help set up harmonious physician-patient relationship, facilitate the social stability, ensure the healthy development of the hospital.PurposeSexually transmitted disease(STD) was declared to be eliminated at before, with the living conditions were improved in our country, and increasing communication with foreign countries, STD morbidity go up year by year, now it has been the social problem in our country, and it seriously impacts public health security. According to the latest report from national disease prevention and control institutions, the reported syphilis case has been ranked 4th in official infectious disease in national B category, and it increases progressively year by year at the same time. There is market price for treating syphilis patient, and it's much higher than the normal treating expense in current public hospital. In view of current unreasonable medical services price in public hospital, it's necessary to adjust it in public hospital in currently new round of health care reform. This research provide information support to analyze cost-effectiveness for the operation of the hospital. And it also provide the theory evidence to make medical services price(such as registered fee) in hospital, and it also provide reference for the day-to-day management, facility maintenance and future resource utilization in hospital. MethodThis paper select the syphilis patients as research subjects, who were got confirmed syphilis diagnosis before Mar.2009 and they were got recover diagnosis by the doctor in return visit. By utilizing the questionnaire method and the concept of travel cost method, evaluate the medical demand function by applying interception negative binomial regression model, the function includes the factors which influence the hospitalized behavior of the syphilis patients. By observing the change of medical demand, probe into the consumers'surplus acquired by the patient during the treatment.ResultDemonstration result exhibited:Take an example of the syphilis patients of one public hospital, considering the direct and indirect medical cost, the consumers'surplus acquired by average patient is 94.249RMB; while only considering the direct medical cost, the consumers'surplus acquired by average patient is 83.362RMB.ConclusionUnder current real situation of the registered fee in three-stage hospital, it's 14RMB generally, it's 17RMB for associate chief physician, and it's 20RMB for chief physician. There is 5 times gap comparing the above registered fee with the consumers'surplus acquired by the patient during the treatment. So just considering the registered fee, it's obvious that there is high margin to increase it in public hospital, and of course, the medical institutions should guarantee the treatment quality.
