Research On The Government Responsibility In The New Rural Cooperative Medical Of Dandong City

Dandong is the new rural cooperative medical scheme pilot and implement a relatively late city, because running time is not long, compared to other cities, there are many worthy of further improvement. The responsibility of government in which a liability issue is the need to pay attention and strengthen. In this paper, Denhardt's new public service theory, the government responsibility in the new rural cooperative in the absence of performance and the reasons put forward the concept of government services and functions to strengthen the construction of a number of recommendations.Full text is divided into four sections. The first part, the related concepts and theoretical reviewed. Elaborated the new rural cooperative respective fields, content, implementation process, differences between the new rural cooperative and the traditional and the associated concepts; heory source of new public service theory, basic concepts and the application in this article. The second part, the status of the NCMS and the government's performance, lack of responsibility in the new rural cooperative in Dandong city. Analysis of the Dandong city, the new rural cooperative since the pilot has been achieved, current situation and existing problems, the government responsibility is absent in the new rural cooperative (specific performance: the low level of government services, institutional support capacity is low, farmers political participation is low) cause various difficulties in the operation of the new rural cooperative . The third part, the reason analysis of the government responsibility absence in the new rural cooperative. Pointed out the government service concept, service duty absence, system construction not perfect (system design, management and supervision mechanism imperfect), peasant awareness of rights and responsibilities of farmers in NCMS,are the main reasons caused the government responsibility absence. The fourth part, puts forward countermeasures to strengthen responsibility of government service. Strengthen the responsibility of government services must first establish the concept of government services, clear responsibilities of government services, clarifying the boundaries of government and market rational division of responsibilities of all levels of government authority. Second, as responsible participants and supporters the government should be constantly perfect the system construction, including the new top-level system of rural cooperative design and management agencies adjustment and supervision mechanism sound. Finally, government service responsibility reflection is the citizenship - strengthen construction of farmers, both from the thought education,of the citizenship for farmers also includes creating good cocial conditions of citizenship.By using document analysis, comparison, relate theory to practice method , study the absence of government responsibility performance, causes and countermeasures in dandong city ,has the extremely vital significance for the steady implementation of the new rural cooperative in dandong city. Meanwhile, the new rural cooperative belongs to the social public services, the study for further accelerate the government reform, the building of public service-oriented government also has a lot of reference. A public service-oriented government construction is a complex and difficult task, many problems still deserves further research and exploration.
