Health is often near people's life in recent years. Improvements in health can enhance the overall quality of the residents and promote economic development, making the government increase attention to the health of residents. Improving the health of residents has become an important part of government work. In Ningbo, there is a higher degree of aging, a number of sub-health populations, and the growing threat of chronic diseases. The residents gradually emerge health service needs; with economic development, income level of residents rises, making the needs for health service to the real needs. Ningbo already has the basic consumer foundation for developing health service industry. With the increasing concern to the health of residents, many macro policies such as"China Health 2020","New Medical Health System Reform", have been introduced. The time of developing health service industry in developed areas is ripe.In this paper, making analysis to the development of health service industry in Ningbo, considers that the basic service system has been formed, growth in demand for health care is rapid, market scale is constantly expanding. Industry inside, the development of the four apartments is quick, but at the same time there are also many problems. While giving assistance, the government should consider different life cycle of different part. From the industry overall, there are some problems, such as uneven level of employee, supervision slacking, lacking of industrial scale advantage, low level of business reputation and health management industry lagging behind, etc.Learning from the development experience of other cities, we give several countermeasures and suggestions to make sure that health service industry in Ningbo develops rapidly and orderly. (1) improve residents'health knowledge to enhance residents'bargaining ability;(2) strengthen administrative management and guidance to promote the development of high-quality health care services; (3) establish grade evaluation system and information disclosure mechanism to deal with confidence crisis effectively; (4) satisfy consumers'personalized needs and pay attention to market segmentation; (5) regulate and promote the development of supporting industries to promote health services industry developing efficiently; (6) promote the development of health management industry, meeting residents'needs of health prevention.
