Study On The Equalization Of Basic Medical Services In Hebei Province

With the sustained and rapid economic developing and the people's living standards improving in Hebei Province , people's needs for basic medical services has grown rapidly in all-around. However, the current basic medical service system of Hebei Province can not satisfy the people's requirements, and there are non-equalization of basic medical services, whose direct reflect is the social phenomenon that it is different and expensive to treat, which has been aptly called one of " New three big mountains "by people. Therefore, handling the issue of basic medical services properly is very important, for maintaining the stability of a socialist society, for promoting the overall economic development, and for building a moderately prosperous society.In this paper, welfare economics and public goods theory are the theoretical foundation, after delimit scientifically basic medical services, we will analyze further the situation that equalization of basic medical services in Hebei Province, by setting a number of measures that measure the equalization of basic medical services and data analysis, then find the factors which are bad for achieving the equalization of basic medical services of Hebei Province, to find the suggestions which is used to achieve the equalization of basic medical services of Hebei Province. Then we will improve the level of equalization of basic medical services of Hebei Province, through the coordination of regional imbalances in economic development, improving fiscal and taxation systems, balancing urban and rural development, establishing a consolidated urban and rural basic medical service system, and accelerating the transformation of government functions. Finally, the conclusion is that , in the next period of time, we should focus on improving basic medical services of the developed regions, and rural areas, guarantee basic medical services of the poor and disadvantaged groups. Make all the province's residents equally share economic development achievements.
