Objectives:To explore the status and problems of health manpower resources in the township hospitals in Hunan province, to establish feasible health manpower resources allocation, and to provide scientific evidences for the department of health to conduct health human resources planning.Methods:2122 township hospitals were investigated by the self-design health manpower resources questionnaire. We describe the distribution of quantity, specialty, education background, technical title of health manpower resources. We gain the residents'health services need, demand, potential demand and utilization through on-the-spot investigation. The method of health services demand, service target method and Grey model(1,1) were adopted to forecast the demand of health manpower resources in 2010-2015.Results:There were 67549 health workers, which included 61741 health technological personnel(91.4%). The compose of specialty were physician(48.1%), nurse(19.8%), pharmaceutical personnel(9.8%), laboratory technician(3.3%),lab technician(7.1%), public health worker(11.9%). The compose of education background were undergraduate degree(2.9%), higher educational degree(28.9%), secondary specialized degree(54.8%), without degree(13.4%). The compose of technical title were high title(0.5%), middle title(15.0%), elementary title (66.9%), lacking of title(17.6%). the morbidity rate of two weeks in sample regions was 14.8%, the clinical visit rate was 16.1% during the last two weeks and the hospitalization rate was 10.4%. Using the method of health services demand, the number of health technological personnel for 1000 persons on average was 1.79-2.24, and 1.78-2.22, 1.87-2.35,1.70-2.11 respectively in three regions. The number of health technological personnel for 1000 persons was 1.83-2.48 by the service target method. The number of health technological personnel for 1000 persons was 1.31 - 1.37 by Grey model(1,1).Conclusions:The recent total number of existing health manpower resources in township hospitals is in shortage in Hunan province. The physician is in balance, but nurse, pharmaceutical personnel, laboratory technician, lab technician and public health worker are inadequate, the ratio between doctors and nurses is over high. There are shot of high-ranking talented medical persons, the education background and technical title levels are low, The distribution of health manpower resources is equitable.
