Evaluation Of The Rescuing Capability Of Field Medical Station In Military Hospital At Time Of Disaster

The field medical station in military hospital plays a critical part in the military logistic system, which is able to back up military forces and evacuate the wounded during the time of war. Yet at time of peace, the task of disaster rescue becomes a constant and realistic mission for military field hospitals. Therefore, it is crucial to find out how to elevate the rescuing capability of field medical station in military hospital, which is also helpful to build up the reputation of PLA.Objectives:To develop a system to assess the disaster rescuing capabilities of field medical station in military hospital on the basis of analyzing the need of disaster rescue and have an empirical study.Methods1.To build the frame of the assessment system based on information investigation and summarization.2.With the help of Delphi law and the analytic hierarchy process, index weights were done. And we have consulted 16 experts in the field of military administration, medical service, emergency medicine and crisis administration with the index of the system via mails and interviews. Based on the suggestions from experts which were scoring of"importance"of each index, reasons and familiarity, we improved the system.3.Assessment model was set up by multi-level grey evaluation method, which has been improved and applied in the empirical study.Resultsâ’ˆWe have suggested the necessary qualities required for field medical station in military hospital, at time of disaster rescue which include organization, emergent mobility and adaptation, medical transferring and logistic capabilities, on the basis of literature review and experts consultant.2. We have established the assessment system for field medical station in military hospital at time of disaster rescue. (1) Experts determined by Delphi law were very cooperative with responding rates of 93.7% and 86.7%; and their authority rate is 0.869. (2) The system includes four parts which are organization, emergent mobility and adaptation, medical transferring and logistic capabilities. And it is made up of three-level structure, which were comprised of 4first level index, 12 second level index and 31 third level index and the respective contents were determined.3. We have examined the disaster rescue ability of four military hospitals. Based on the assessment scores from 5 experts, their capability of disaster rescue was put in order.ConclusionWe have established and tested an assessment system and mode to evaluate the disaster rescue ability of field medical station in military hospital. We have raised helpful suggestion to strengthen the rescue ability of field medical station in military hospital.
