China set up a vigorous mass"Four Clean-ups"Movement from 1960s, with the aim to solve the problems of grassroot cadres'working style and to consider the prevention or opposition of revisionism. Hunan province is one of the earliest and most active provinces in China.The ways of conducting campaign in Hunan was approved by the Central Committee and was set up as an example for other areas. While Xiangtan is one of the first regions which launched this campaign and also the key region in Hunan.The Rectification Movement and Club Rectification Movement started before the beginning of the"Four Clean-ups"campaign in Xiangtan, and the main task of this movement was to mobilize the masses, to rectify the cadres, to launch the war against the enemy and to implement the economic payment. It was seen as the rehearsal of the"Four Clean-ups"Campaign, and many"leftism"behaviors are similar to it, this movement has paved the road for the launching of the latter campaign.Xiangtan was one of the earliest areas which launched the "four clean-ups" movement and the leader of the movement in Hunan. Xiangtan had spearheaded a blow of Socialist education movement to strike the"five black wind"– doing work individually, speculation and gambling, stealing,superstition. And Xiangtan also started the new"Five Antis Movement"among the direct subordinate organisations enterprises and institutions , etc. Through the early practice of the Four Clean-ups Movement, it made some preparations for the city and rural "Four Clean-ups" Movement.As the Central Committee of the Communist Party of China made the article of THE FIRST TEN POINTS come into being, xiangtan "four clean-ups" movement implement policies according to the central committee of the files and illustrated instructions gradually and systematically.And during the trial of the "four clean-ups" ,the implement the Double Bar , carrying out of the city social education movement, the implement of THE TWENTY-THREE POINTS, each process highlighted to mobilizing the masses, organizing working teams to gang up with each other, educated officials to take part in revolution consciously and set aside concerns. So finally the Four Clean-up Movement became a part of"Cultural Revolution"."Four Clean-ups" Movement in Xingtan Play a positive role in changing officials ideological style, improving management, and consolidating the collective economic development and other aspects. But the movement was led by the "left" guiding ideology from the beginning, it exaggerated the situation of class conflict, highlighted the class struggle excessively. As a result it caused a lot of unjust and wrong cases , dampened the enthusiasm of the masses and most grass-roots cadres as well as their political enthusiasm, production and construction enthusiasm.
