Local Government' Behavior Selection In The Development Of Cultural And Creative Industries

With the acceleration of economic globalization and the intensified influence of global financial crisis, the cultural and creative industry has shown an unprecedented development prospects. Governments around the world have developed cultural and creative industries'plans and policies to promote the development of cultural and creative industry. With excellent geographical location and abundant minority culture, Kunming has a unique advantage in developing cultural and creative industry, which in turn will help Kunming to upgrade its traditional culture industries and then promote the development of the region around Kunming and even the whole Yunnan province.On the basis of defining the concept of cultural and creative industries and evaluating related theories, the author analyzes the factors that affect Kunming's cultural and creative industry development by adopting literature method, case study and other research methods. Among these factors, the author specially focuses on analyzing the policies and regulations issued by Kunming's government to find out the potential problems. In the last part,the author provides some suggestions to promote the development of Kunming city from four angles, including demand, industrial cluster, personnel training and industries policy.
