At the beginning of Emperor Kangxi ascended the throne, the rule of the Qing Dynasty was not to be fully consolidated. The situation of barren land, population collapse, and economic depression caused by years of war and turmoil, although eased to a certain degree in the late Shunzhi, but the malaise situation of social and economic remained grim.At the same time, the Colonial Secretary led by conservative forces in Manchuria , were controlling the power of the country. They insisted to carry out the so-called "ancestral system of domestic discipline"which was incompatible with economy and culture in central plain area. The implementation of these political, economic and cultural policies with strong national discrimination and oppression resulted that the sharp ethnic divide between Manchu and Han could not be eliminated quickly and effectively, the stability of social were seriously threatened and the recovery of the national economy was very slow and difficult.After eradication of Aobai and control the power personally, Emperor Kangxi determinedly abolished the old-fashion policies which seriously impeded the national economic recovery and impacted the ethnic relations between Manchu and Han. With the maintenance of the order of politic, he widely implemented the policies of tax-reduction, encouraging cultivation and protecting the interests of business men. In addition, he strongly supported the development of agriculture as the focus of social production as well. All of these policies made the national economy recovered quickly and be prosperous, which was the basis and the beginning of the"Golden Age"lasting for a century since the middle of Kangxi, after Kanxi, Yongzheng and Qianlong three generations.These brilliant achievements relate closely to the national policy of"generosity-based"witch was unswervingly pursued during the ruling period of Emperor Kangxi.The purpose of this paper is to preliminary analysis the formulation of "generosity-based" political thoughts carried out by Kangxi Emperor and the reasons of the"generosity policy"at Kangxi Emperor ruling period. In addition, this paper summarizes the achieved results and disadvantages in the implementation process of "generosity-based"national policy which including a series of concrete measures such as the giver of Tax-reduction, reclamation encouragement and business protection.The long-term adherence of"generosity-based"political approaches carried out by Emperor Kangxi played an important positive role at consolidation of multi-ethnic national unity, maintenance of social stability, economic promotion and the power of overall national strength improvement.However, in the late ruling of Emperor Kangxi, potential opportunities of corruption, money and grain deficit and low efficiency of local government and officers were provided because of the over-emphasis on"peace"political views.However, the late Emperor Kangxi in his ruling, too much emphasis on "quiet" political views, but also for money and grain deficit areas, the administrative efficiency of underground political organizations, team officials, provided an opportunity for corruption.The production and formulation of these defects played an important role on the political activities of the late Qing Dynasty, which is another focus of this paper. I believe this issue has a practical reference at the present stage of socialist construction in China as well.
