The Ministry of Education proposed that HVTE should be greatly developed at the Third National Education Conference and the development of HVTE is regarded as one of the key points of higher education reforms in our country. HVTE includes three kinds of tertiary-level education: they are vocational-technical education; college-level education and adult college-level education. According to the statistics issued in 2001, students enrolled in these higher vocational-technical colleges made up 60 per cent of the total number of students enrolled in higher learning institutes. Therefore, HVTE is an important component of higher education in our country. The objectives for HVTE is to train practical talents in production, technology, service, management, etc. We should emphasize the application and practicality in HVTE. HVTE should correspond with the standards of vocational employment.For about ten years, people are short of correctly understanding the nature for HVTE. In teaching, the teachers ?consciously or not ?follow the teaching model of full-time regular college course. HVTE lacks the independent distinguishing features. The teaching quality is varied. The Ministry of Education issued the Basic Requirements for HVTE English Course in 2000. It is primarily based on the Basic Requirements for Tertiary-level English Course.Our society has changed greatly since ten years. Is the Basic Requirements for HVTE English Course still in keeping with the demands of new conditions? hi this dissertation, the author first introduces the theories in English language teaching (EFL) syllabus design. He points out that different linguists have different understanding of curriculum design and syllabus design. On the basis of the fact, he systematically analyzes the types of syllabus and the elements of language syllabus. With the social development, it is gradually recognized that syllabus designers must take into account the needs of the society and the learners. Needs analysis becomes one of the indispensable stages in syllabus design. In the meantime, the designers should integrate the merits of all types of syllabi.Second, the author evaluates the Basic Requirements for HVTE English Course by two investigation reports of students' entry level and social needs for English. Then, the author points out the role, special features of the Basic Requirements for HVTEivEnglish Course. The implementation of the Basic Requirements has helped to standardize the HVTE English teaching program all over the country. According to the teaching requirements of the Basic Requirements, several series of textbooks for HVTE English course have been edited and published. The author also discusses some questions for the Basic Requirements for HVTE English Course. It can be found that a contradiction exists between the goal of HVTE English teaching and the needs of the learners and the society. There is also a contradiction between the purpose of HVTE English teaching and that of testing.Finally, the author puts forward some suggestions for modifying the Basic Requirements for HVTE English Course. First, we should stick to the continuity of English teaching and introduce specialized English into the Basic Requirements as soon as possible. Second, several colleges in our country have conducted some investigations and got some experience, but these investigations were limited in small scope and lacked a unified design and organization institution. The author suggests making the overall social survey. Third, new language learning and language teaching theories should be accepted for the revision and development of the Basic Requirements. Fourth, a complete system with the Basic Requirements as a core should be established for HVTE English teaching in China. This system should include a syllabus, textbooks, testing, evaluation, and management. Fifth, the misleading of the test should be avoided to the greatest extent.
