Cultural Industry is a department that satisfies people's mental and cultural need. Its goal is to improve social achievements and take benefits as the final goal. It uses market as main developing system and is concerned with producing activities of cultural products (includes material cultural products and non-material cultural products). The degree of a country's cultural industry developing is not only a sign of the degree of civilization but also the sign of rationalization of economic strength and industrial construction. In our country, cultural industry is expanding from the field of circulation to manufacturing industry and service, from those small-scale institutions to those large cultural groups. Cultural market plays an very important role in enriching people's increasing cultural needs, promoting socialism material and mental civilization construction, liberating the cultural productive forces, bringing along the'development of cultural industry and propelling Sino-foreign cultural interchange.With the economic integration, the globalization of cultural industry is becoming an irresistible trend. But only when it is national,it is world. Only it is preserves the local characteristics, it is belong to the requirement of the globalization. So, national features are the most important trends in the development of cultural industry.Since the ninth Five-year Plan, cultural industry in Inner Mongolian keeps developing quickly and the scales become larger and larger. It has already become a bright point of Inner Mongolian economy increasing. From the viewpoint of the whole country, cultural basic facilities are still less than the average scale of the whole country. Compared with developed areas, there is still a long way to go, especially when confronting with the challenge of enterprises owned by foreign capitalists. So, in order to develop Inner Mongolian cultural industry, perception should be changed. We should investigate and evaluate the cultural resources of the whole region and then work out a perfect cultural industrial policy and developing strategy, establish and perfect cultural industrial economical policy to form a better environment for the development of cultural industry and strengthen the developing ability and creativity of cultural industry. We should establish Famous brands and occupy national and international markets. From the viewpoint of internationalization, we can advance system and management innovation, motivate the lasting activity of cultural industrial development. Making good use of policies that are used to help remote areas and middle and west areas, cultivating anddeveloping important cultural industries and implanting cultural marketing principal part, and establishing centralized, opened, competitive and ordered modern cultural marketing system, then we can work hard to build an Inner Mongolian new culture with regional features, national features and epoch features.
