The Opium-Banning Campaign Of Hubei Province In China Republic Times

In the past ten years, the research of opium and drug history in modern China has become a hot issue gradually. Correspondingly there are a series of monograph, thesis with academic value published. But generally speaking, many of these research mainly results from macroscopic perspective, namely most of scholars are focusing on the whole country to study modern opium and drug as well as the campaign of drug-banning and opium-banning. The regional study is still rare, nevertheless to say the studies of opium and drug also the campaign of drug-banning and opium-banning about Hubei province in Republic of China times. In addition, I think the campaign of "drug-banning in two years, opium-banning in six years"(1935-1940) has unusual significances in the Chinese opium- banning history even the world's. It's a pity that up till now that there are few scholars to specialize in this field. So if one can do the research on the opium-banning campaign about Hubei during "drug-banning in two years, opium-banning in six years" period , which can not only enrich the content of modern opium-and-drug regional history study, but can provide certain references to the national anti-drug struggles now.This thesis makes use of more than 300 volumes archives in Hubei Archives to discuss the opium-banning acts of Hubei government in the "drug-banning in two years, opium-banning in six years " times. Through studying the opium and drugs problem of Hubei province in modern china, the thesis hopes to appraise and summarize experiences and lessons on opium-banning, both for Nanjing National Government and for Hubei Government; on the other hand, start with this campaign to take a roughly assessment about Nanjing National Government opium-banning behaviors which represented by Hubei government. The assessment may help us to understand Hubei provincial government of the Republic of China period and social state of Hubei district at that time more.This thesis is divided into3 parts, amounts to 4 chapters except for introduction and conclusion.The first part is chapter one, the rising of "drug-banning in two years, opium-banning in six years" campaign. It is divided into four respects, at first it recommends opium and drugs andtheir harms, launches for National Government "drug-banning in two years, opium-banning in six years" campaign and buries hint foreshadowing; secondly, it discusses the brief history of modern Hubei opium and drug and opium-banning campaign, percept the state of modern Hubei opium and drug and the background of drug-banning and opium-banning in terms of history, which will let people have a vertical understanding about opium-banning in Hubei; then the thesis proceeds with politics, economic, international background, discusses the reasons why Nanjing National Government launches for the campaign, analyzes why national government turn to implement on drug-banning and opium-banning. Finally, it divides into three stages to sum up the development of the principles and policies from the National Government made Nanjing the capital in 1927 to "drug-banning in two years, opium-banning in six years" in the order of time. The first part historically shows the urgency and arduousness of drug-banning and opium-banning at that time, the drug and opium have caused great damages to economic construction and social stability of Hubei at that time, the government have to do something to administer the problem.Part two is chapter two, mainly systematically investigates and expounds implementation course of "drug-banning in two years, opium-banning in six years" in Hubei, this part is the focal point of the whole thesis.
