Personnel system is weak link in china'smodern political system history that is studied. existing research results mostly concerntrate on the comb of the historical train and clarification of the historical fact,To proceed with relation between the system and operation still feels scarce. This text attempts to break though this kind of limitation, use the doctrin theory method of more modernized and newer system, regard county magistrate of Hubei in 1927-1937 as the entry, and probe into the state of choosing the right person in the place.The full text is made up of three parts of introduction, text, conclusion. Introduction part makes simple retrospect and summary about modern china research current situation of personnel system, has stated the meaning about selected title and relevant theories, and has narrated personnel replacing and personnel policy of the president of Hubei government of 1927-1937 year briefly. The text is divided into three chapters: Chapter one introduce the county magistrate's qualification and examination. In qualification, the most county magistrates of Hubei receive new-type education; the examination makes the person with genuine talent enter the official career. But because of environment, a large number of county magistrates do not hold a post because of examination. Chapter two investigates the training background in the whole country and training situation in Hubei at that time, and think the county magistrate trains has not only stored policy talents in the county but also improved the on-the-job personnel qualification. Chapter three the issue recommends and analyses concerte implementation, and characteristic group briefly, points out the rewards and punishments that help to to promote the improvement of administrative efficiency of the clean government, and has made the introduction to inspecting the administration closely related to rewards and punishments.It is a conclusion part finally. The personnel system reform of Hubei, makes the preliminary effect with certain time and range, having corrected the confused situation that the locality chooses the right person for a long time.
