International Network is expanding into every fields in the world with high speed. Internet has greatly changed people's life. Network constructs a new existent circumstance-digital space through combining computer technology and communication technique. Therefore people get a new life style. The way to the digitized life is not only a technical problem, but also embraces complicated ethical problems. Which aspects do these moral issues express? Why do they take place? What should we do in order to solve these problems?On regulating Internet social relationships and ruling people's behavior, Ethics has unique advantage over Law and Politics because of its universality flexibility and utility. With the Internet ethical problems growing, it is urgent for us to construct Internet Ethics.Internet society is made up of millions of users and varieties of network organizations. Every subject stays among kinds of complex relation of self, other , collectivity and society. They are shouldered not only duty and obligation responsibility and function, but also seized of corresponding right one another. There is the relation of duty and right, so Internet Ethics could be set up. Furthermore virtual life is relative to real life to some extent, Internet Ethics should firstly be a system of value judgments. Information is not only important resource flowing in Internet room, but also the bridge between real life and virtual life. While the two kind of world took interaction, the derivative issues are linked with exertion the titles of information's production . appropriation prevalence and use. These rights could be called as information rights. Moreover, network is a power configuration based on every kind of information's inequality, which knowledge plays all-important role. Because the potential knowledge power configuration dominates information rights' distribution, I try to make up Internet Ethics which could effectively restrict the power and make the rights assigned justly. Utilitarian benefit's theory and deontology based upon rights give me enlightenment.This paper falls into four chapters. In the first chapter, network technology is summarized and the characters of intercourse recurred to Internet is induced. Chapter II explains some ethical problems. Chapter III analyses them from four different angles. The final chapter quests for countermeasure-Internet Ethics. It puts forwards four fundamental Internet ethical principles and try for a ethical base line emphasized equality and justice via mechanism of morality bargaining. Besides these, it gives reasonable suggestion on liability of subjects.
