Nowadays, the fast-speeding development and the wide application of information technology have initiated a rapid and profound social change. Henceforth, the human being has entered the information and Internet era. In the brand-new era, the existing ethics of the human being, namely the traditional ethics, has encountered the unprecedented challenge and a series of problems concerning ethics have occurred unexpectedly. In the light of a good many puzzles and crises on the current social information ethics such as the disorder of moral concept, the demoralization, the moral inhospitality, the transmutation of personality, the conflict between the moral cultures, this paper has put forward that it is the urgent affairs to strengthen the construction of information ethics.The construction of information ethics is a long-term and complicated systematic project. Since it covers a wide range of different aspects, it is impossible to discuss all of them in the following parts. Therefore, this dissertation focuses on construction of information ethics from these stratifications such as law, standardization, autonomy and technology. Specifically speaking, the stratification of law refers to the construction of information legislation , standardization the formulation and implementation of the information ethics regulations, autonomy the cultivation of the information ethics autonomy, and technology the prevention, supervision and control of the demoralization with technology. Although what these four stratifications attach importance to is different, they interrelate and interact with each other. All of them contribute to the development of the construction of information ethics.The Chapter Four, the most important part of this dissertation, introduces the autonomy which is the core of the construction of information ethics. The moral autonomy and the moral heteronomy indicate two human being' s states of mind, in which the moral autonomy is the supreme. In the information and Internet era, once restrained by public opinions, traditions and personal belief, human being' s behaviors now are more difficult to be supervised, because the Internet is fictitious, open, concealed and free. It seems that the information ethics can only be kept by the internal strength—the moral autonomy. It is essential that we cultivate and develop the moral autonomy in the whole society. Through the practice such as the moral education and cultivation and so on, we can restrict ourselves with the internal strength such as cautiousness and conscience, advance the scientific moral cognition, edify the finemoral sentiment, exercise the firm and persistent moral will, practise the noble moral conduct. Only by virtually making for autonomy from heteronomy and achieving the organic unification of heteronomy and autonomy, we can radically prevent and put an end to the negative problems of information ethics and can make the construction of information ethics fruitful.This dissertation mainly introduces the achievements in the construction of information ethics home and abroad, and particularly discusses the present situation and problems of it in our country. Furthermore, this dissertation brings forward some suggestions for the development of the construction of information ethics, which has meaningful implication to its research.Owing to the limited time and professional knowledge, it is a pity that there are some inadequacies of the elaboration such as the insufficient materials, the simpler explanation of the four stratifications and the lack of heatedly discussed topics. What is more, imperfection does exist in some viewpoints and suggestions mentioned in the dissertation. And I would be very appreciative of any suggestion from my supervisors and fellow students.
