And Try hard to analyze the deep reasons that the Provincial Assembly was gradually inferior and the obstacle factor in the progress of political democratizations from many angles.The confusion phenomenon appeared in the election of the first Henan Provincial Assembly because of some subjective and objective reasons. In fact,the election was for the elite and the local power who accounted for the minority of the people,but the most ordinary people was at the edge of the election campaign .For all that, this election extended the political participation of the people.The elected councilors who belonged to the Guo Min Dang held the dominant position,but the members of the Party held different aims,what's more, Zhang Zhen-fang,the governor of the province,tried hard to support the Tong Yi Dang. So the Guo Min Dang councilors tended to break up at the beginning of Provincial Assembly's establishment.During the first annual convention period, the councilors' attitude was aggressive.
