Since the establishment of the People's Republic of China in 1949, and the so-called Chiang Kai-shek (Jiang Jieshi) group retreating to the lonely island, Taiwan, the Taiwan Problem became a key element that effected the relationship between P. R. China and America.The Truman government established containment and isolation policy on China, at the same time, assistance and control policy to Taiwan. And when Eisenhower came to the power, because of China's much rigider foreign policy compared with the Soviet Unoin's, America's containment policy on China was much severer than on Soviet at that time. When Kennedy became the president of America, ostensibly, he inherited his predecessors' policy, but in fact the stiff ice has thawed gradually. The evidence of the thaw could be traced from Kennedy government's China policy, restricting Chiang's movement on mainland, the policy on Chinese UN seat, especially its assistant policy to china's three-year-disaster. However, the changing and performance of great power's foreign policy has its certain process, and Kennedy's 1000-day short tenure destined that he can not put into practice of his thought on China, saying nothing of other obstacles, for instance, the Cuba Missile Crisis, the Vietnam matter and China's reactiom Even so, it is still very important to analyze Kennedy government's China policy, through which we can clearly pick up the impermanency of containment and isolation policy, and the dilemma involved in that policy.
