The thesis will try to study the change of it in the late Qing Dynasty and the early Republic of China (until 1916), analyses its influence and characteristics, and reveals the course of the Chinese army management in the modern times through one side of the problem.Part One, the changes of the army system in the late Qing Dynasty and the early Republic of China. As a part of the army discipline, the system of rewards and penalties changed in accordance with the change of the army system. With the organization and the name of the army, the officer system, new draft system and military education was founded and a modern army was established in that time. It manifests mainly three aspects. First, it analyses the new establishment and rebuild of the navy in late Qing Dynasty. Second, the new army was founded in the late Qing Dynasty. Third, it talks about the improvement of the army system at the early Republic of China.Part Two, it introduces the military system of rewards and penalties in the late Qing Dynasty and the early Republic of China. It is divided into three periods .The first is the navy of the late Qing Dynasty, the promotion system with the rewards, the ordinary reward in the form of inspection, the plentiful pension in the war and the two punishments to the officers and soldiers indicated that the Qing Government began to learn the west. The second is something about the new army. It can divide into three stages. The first stage was from 1895 to 1903.
