| The binary social structure of the urban and rural is the product of specific historical period.It formed in the late 1950s and was continuously strengthened and gradually stereotyped in the 1960s and 1970s. This unique social structure have contributed for establishing a relatively complete industrial systems and accelerating industrial development in New China .However, The structure of dualistic society also is a tremendous, unmerciful iron curtain, which isolated towns and villages and formed the rare urban and rural difference in the world. With deepening of reform and opening up, the disadvantages of binary structure of the state has become increasingly evident. In fact,"three agricultural" problem is a concentrated embodiment of contradictions in the system. From the perspective of ethical system, a series of laws and regulations in dual core social structure manifested obviously the discrimination of systems against "three agricultural" . Especially the household registration system, its meaning goes beyond the functions of the household registration management, becoming a tool of hierarchical system. Farmers in binary social structure lost deserved national treatment and become the ignored weak class. The legitimate rights of farmers often was infringed so that farmers were in unequal social status in competition. Therefore it resulted in the rupture of development relations of urban and rural, and affected the overall development of society. Today, the dual social structure has lost moral rationality, becoming the shackle of social development. Thus , we need urgently the concept of just system in order to achieve social transformation in righteous institutional arrangements .That is to say, the design and operation of system during social transformation should maintain the value orientation of social equality, proportionate freedom and social justice, clearing up binary social structure , achieving the integration of urban and rural, and accomplishing finally the great motherland ' modernization . |
