The bilingual education origins from 19th century in US. Our country's bilingual education begins from 1990's, and at present with ten years' development,most schools have opened the bilingual curriculum in many cities. The bilingual education presents the vigorous development in our country now. However as a result of historical infulence and present condition, the bilingual education also has many problems in our country,and faced with many difficulties, inspecialy the shortage of teachers.The higher normal colleges and universities are the important organizations where bilingual education teachers can be cultivated, so it is very helpful to research existence problems in bilingual education at higher normal colleges and universities, and to probe the time's request and the countermeasures, It's important to improve teachers' teaching and the language ability, in order to promote the healthy development of our country's bilingual education,so that china can become more competitive in the international affairs.In this article,I use a lot of methods, such as literature methodology, interview method, observation method, work analytic method and so on. Through the investigation and study of the bilingual education in one normal school,and after summarizing massive references, the author pointed out many problems in the bilingual education at our country's higher normal colleges and universities, such as the acceptance of new concept, teachers' quality, teaching method and teaching environment. The author have a careful analysis of the reasons,and proposed a new way to resolve the existence problems in bilingual education at high normal colleges and universities,that it is, utilizating theory on bilingual education, and carring on the analysis about the comparison of the domestic and foreign bilingual educations successful cases; enhancing understanding, strengthening teaching quality, building the teaching environment, choosing suitable teaching materials, etc..In this way we can train the outstanding bilingual teachers, promote bilingual education at higher normal colleges and universities, with not only serves the society,but also provides the theory support.
