Literature is anthropology which is about the art exploration of human life, human nature and society. The essence of literature is the prevalent of human existence and freedom. Since literature is social ideology. Thus it has profound influence between every people's history and development, the emergence and assignment of literature functions are also diverse. As the tibetan society has been reforming and developing, so has its literature. Looking back Tibetan literature, with twenty year's short history, has undergo9ne great changes which have historically significance impact on Tibetan culture, society and development of literature. However, Tibetan literature is still in its preliminary, therefore, it's has no theoretical and practical mode, just reflecting the surface of life, so the literature function has deteriorated, which is the thesis of the expedition. The present development of Tibetan society is the standing point, generally coordination neo-literature emergence development and its change. Attempting to find out the cause of abuse and hole. From analyzing, it has been concluded that the disjointing between literature and education is the cause of deterioration of neo-literature's social function. Deficiency in depth and profundity have resulted that there is no establishment of tragic spirit. Moreover, it has been historically analyzed. This article is supported by theories wit target of practical composition, in the use of analysis, contrast and comparison. It has reference values for composition practice of Tibetan neo-literature.
