Social assistance is not only one of main tasks to ensure the people's privileges and maintain the social stability, but also the foundation of economic development and a harmonic society. In the early years of New China, due to the special period with the social structure change between the old and the new society, the situation of the Vulnerable Groups was quite serious and complex. Shanghai, as the economic center of China at that moment, its situation of the vulnerable groups and the social assistance was representative and influential. According to this, the CPC and the Government paid high attention strategically; distinguished the multiplicities of the Vulnerable Groups, set the active assistance policies, took the practical procedures to make this work highly successful.With the research on Social Assistance to the Vulnerable Groups of Shanghai offered by the CPC in the Early Years of New China, the paper goes through the special period of time in history, emphasizes the current historical research on social assistance and brings references and hints to the current social assistance to the Vulnerable Groups. And it also presents the fact how the CPC organized the society resources, enlarged the people foundation, managed the city and faced the crisis during its early years of management.There are 5 parts in the paper:The first party analyzes the situation of the Vulnerable Groups in Shanghai from the historical and logical points of view, outlines the concept of the Vulnerable Groups and finally identifies that the Vulnerable Groups and the subjects of social assistance should be the same. The Vulnerable Groups of Shanghai in the early years of New China were made up by unemployed people, prostitution, vagrants, the victims of a natural calamity, refugees, the lonely, the old, the sick and the disabled people, which in fact resulted from the migration of the society.The second part emphasizes the analysis on the necessity of the social assistance by the CPC and the Government to the Vulnerable groups in Shanghai and demonstrates the migration of the assistance organizations. It explains the strategies and policies set to assist the unemployed people, prostitution, vagrants, the victims of a natural calamity, refugees, the lonely, the old, the sick and the disabled people in details.The third part analyzes the individual and detailed steps taken by the CCP and the Government to assist different groups like: unemployed people, prostitution, vagrants, the victims of a natural calamity, refugees, the lonely, the old, the sick and the disabled people and the achievements.The fourth part discusses the specialty of the social assistance to the Vulnerable Groups of Shanghai offered by the CPC in the Early Years of New China and concludes the hints got from it to enlighten the current social assistance.The conclusion part provides the author's opinions and points on the construction and maintenance of the current insurance system. The author points that the current society should construct an insurance system which protects all the social individuals. Its construction should refer to the experience of the advanced countries in the world, balancing between the national specialty and worldwide trend, and this is the requirement of the social development.
