Social assistance is not only one of main tasks to ensure the people's privileges and maintain the social stability, but also the foundation of economic development and a harmonic society. In the early years of New China, due to the special period with the social structure change between the old and the new society, the situation of the Vulnerable Groups was quite serious and complex. Shanghai, as the economic center of China at that moment, its situation of the vulnerable groups and the social assistance was representative and influential.
