In WWII between Japanese and Chinese, Portugal announced they will be a neutral country, maintains the policy of being neutrality. When Macao Portugal Government revises their inside and outside implementation related legal regulation, Chinese and Japanese diplomacy's method, it's to make sure need to scrupulously follow the policy of being neutrality with all properly method. The author take the policy of neutrality as the research center, take the policy of neutrality to analysis, then inspects Macao Portuguese Government's basic policy, the manner, which adopts to the Chinese andJapanese relations executes the flexible policy in accordance to the current situation: By this Sino-Japanese War period, Macao Portugal Government implements the loose neutral measure; To Sino-Japanese War later period, then carries out the rigorous neutral measure. Not only this caused Macao to build the harmonious society, enabled Macao to pass the Sino-Japanese War was smoothly.
