| The Shanghai Commodity Inspection Bureau is the first state—established and official commodity inspection organization in the Chinese history.Its establishment symbolized the beginning ofcommodity inspection enterprise in modem China and therefore it played a significant role in the Chinese commodity inspection history.The thesis restructures the early development history of the Shanghai Commodity Inspection Bureau in its initial stage(1929-1937)in a comprehensive way which combines the studies of history,economy and commodity inspection and elaborates its founding process and political supervision construction.It attaches great importance to the specific elaboration of the team construction,technical exploration as well as the system and regulations structuring.It also elaborates its import and export conunoditv inspection working process and examines and evaluates its important role in foreign trade centering the inspection ofthe tea.The establishment of the Shanghai Commodity Inspection is of great significance both in history and nowadays.At first,it founded for the initial establishment of the basis system and regulations of the commodity inspection enterprise in China bv successfully breaking the monopoly of the foreign established and controlled commodity inspection organizations in China.Secondly,it helped upgrade the export capability ofthe Chinese commodities to a certain degree,safeguards China's legitimate rights in foreign trade and increases the Chinese commodities'competitiveness on the international market.Thirdly,it initially realized the connection between China and international community in inspection and quarantine enterprise and therefore lays the foundation for the early development for the commodity inspection enterprise in China.
