In mid-Ming dynasty,as an Politician, Ma Wensheng played an important role. From Emperor Ying Zong to Wu Zong, he always occupied some important positions,such as president of army and president of Officials. As Wang Shizhen said,"at Ming government, the important positions could not exclude head of the Ministry of War, head of the Ministry of Officials, President of the Court of Censors(Du ChaYuan) and the governor of the border provinces. Ma Wensheng served all of them."Ma Wensheng not only dealt with something about the trade among Ming, Uygur, Mongolia and Nv zhen, but also something about ethnics. Every time he finished one affair or trade, Ma Wensheng wrote down the process of it, so that abundant materials were left behind him. This thesis is based on materials collected from Beijing library and other libraries.This paper will discuss the following things: the first part introduces the purpose and significance of this thesis and provides an academic review of the subject; the second part is an introduction to Ma Wensheng. the third part focuses on"Tuda incident in Guyuan","Uygur incident in Hami"and"Nvzhen incident in Northeast"; the fourth part, which is the most important part, deals with Ma's achievements in political reforms. Besides handling the border affairs, the ethnic affairs successfully, Ma Wensheng was also concerned about the internal affairs of the Ming court. His reforming policies included"employment of talented people,""rectification of the official system,""safeguarding the border"and"settlement of the people,"ect. And the fifth part is the conclusion.
