The cultural industry just like the rising sun has become the new potential growth points in promoting national economic development in every country. It attracts the economists' eyes worldwide. In contemporary China where the economy develops rapidly, the cultural industry obviously develops faster than other industries, Government policies play a very important role in the development of a new industry. Compared with other areas, the government's strategy and direction in the development of cultural industry play a more important part in socialist China, which is particularly prominent.But when taking a general survey nationally, the flaws of cultural industry in the main strategic planning in every province (municipal), the lack of awareness of the cultural industry, the shortcomings of the economic analysis in the planning process have resulted in a situation where there are no clear market analysis and market positioning in a considerable part of the regional development strategy of the cultural industry . There are no industrial advantages; the idea of the development is single; the industrial structures are similar to each other; regional characteristics are not obvious; development strategies "crashes"; "all rush headlong into mass action" and similar places are abound; a new rebuilding and duplication among the provinces have begun and a vicious competition has started. To avoid such a situation and to promote China's healthy and rapid development of the cultural industry is the starting point for writing.In this paper the planning of regional cultural industry development strategies is the core. Taking the promulgated cultural industry strategies of the provinces (municipalities)as the background material, the author gives a comprehensive analysis of the development strategy of the regional cultural industries, based on regional cultural industry development strategy, a comparative study of quantitative research, case analysis, for reference of the making of cultural industry development strategy in all provinces.In the Introduction as well as the second part of the paper, the author defines "regional cultural industry development strategy," through the decomposition of the concept, sorts out the present study situation of the culture industry at home and abroad, sums up the study characteristics of the western and Chinese cultural industry and provides the theoretical support for the analysis of the regional cultural industry development strategy. In the third part, the author fully analyses the regional cultural industry development strategy regarding the provinces (autonomous regions and municipalities) as a basic regional units, puts forward the four principles, points out that the imbalance in the world's cultural industry development is the main theme, concludes that the competitiveness of the Chinese culture industry is weak overall , finds that a similar cultural industry development strategy exists in all the provinces (municipalities) and the lack of accurate positioning is the defects and analyses the advantages and disadvantages of the various regions. The fourth part focuses on the differences between cultural undertakings and cultural industries, clarifies the strategic choice of the cultural undertakings development, sums up the patterns and experience of cultural development industries in Western developed countries and the insights of our cultural development industry, and thus recommends practical suggestions for the making of the regional cultural industries development strategies. Finally, in the fifth part, using the methods and the conclusion of the study, the author analyses the cultural industry in Shandong Province as an example and draws a conclusion that the cultural industries in Shandong Province as a pillar industry should be supported.
