It makes experiment to train Higher Vocational College students and then investigates and researches the students'characteristics by taking questionnaire, quantity and contrastive analysis on the basis of Oxford's learning strategies and Higher Vocational College English Requirement. The differences between Group Control and Group Experiment in their Practical English Test and learning strategies have been gotten. It also makes a contrast with prior researches and then finds the problems in their affective, social strategies, as well as the limitations of Higher Vocational College English Requirement for spoken English. It finds out the solutions to promote the students'affective, memory, social and metacognitive strategies in order to advance the Higher Vocational College reform and development.
