| From the establishment of America to the late of 19th century, the American- Russian relations between and was relatively friend, but not close. Their relations deteriorated because of the scramble of orbit in the late 19th century and early 20th century that was better after the outbreak of World War I. With the continue of the World War I, the situation in Russia became worse, so American policy to Russia was in dilemma.In March 1917, February Revolution erupted that Romanoff dynasty was overthrown. America warmly welcomed the advent of democracy in Russia and joined the war. America took some measures to exert influence on the situation in Russia, but the outcome was not satisfactory because of the eruption of October Revolution. In order to consolidate the new regime, the new Soviet government decided to withdraw from the imperialist war, so American foreign policy was into a dilemma because it was necessary not only to prevent Russia from the war, adhere to anti-Bolshevik, but also to prevent the Japanese occupied Russia. After waiting-and-seeing and hesitation, America intervened in the Russia with armed force. In November 1918, the world war I ended which the Entente defeated the Central Powers. But Soviet government was gradually more powerful and its influence was strong.
