At the early Tang dynasty, all neglected tasks needed undertaking. Emperor Gaozu and emperor Taizong accepted the idea of Confucianism, carried out a policy of benevolence and exempted from taxation on many occasions. They alleviated the burden on farmers to improve there initiative and pushed agriculture forward. Emperor Gaozu implemented tax exemption after war for many times. Tax relief in time got the support of people and won the war. In the period of WUDE, tax exemption for three times laid a foundation for the Tang dynasty. Emperor Taizong treated people as foundation of the country. People were exempted now and then, forms were diversified. In order to keep tax exempted orderly, laws were laid down to prevent illegal activities and guaranteed the benefit of peasant.Paid great attention to tax relief got in touch with the idea of rulers. One side was rulers of early Tang dynasty drew a lesson from the destruction of the Sui dynasty and realized the strong power of people. Other side was rulers of early Tang dynasty carried out a policy of benevolence, absorbed the idea of Confucianism and Taoists and alleviated the burden on farmers. Farmers had free time and could acted on there own.
