The 20th century has been described as "the century of refugees", the refugee problem has become a hot issue in modern international society. Since the World War II, the United States and Germany have been the world's major refugee-hosting countries, and respectively formed a relatively comprehensive refugee policy. The United States and Germany are good at using refugee policy for their own diplomatic strategies, and the refugee policy changes and adjusts with the change of diplomatic strategy, which makes the two countries' refugee policy have their own characteristics. The strategic positioning as a global superpower makes the U.S. refugee policy more offensive than the Germany's, while Germany's European reconciliation strategy promotes its sustained efforts to the common European asylum policy cooperation. But in the later period of the Cold War, the United States' and Germany's refugee policy experienced a process of the change from positive reception to the control, especially after the 9/11, the U.S. tightened its refugee policy. This paper will analyze and compare the different impacts on the United States' and Germany's refugee policies from the factors of refugee legislation, ideological and ethnic, and making comparative study about the United States and Germany how to strengthen international refugee cooperation and use the refugee policy to serve the country's foreign strategy under the consideration of national interests.
