Since 1990s the studies of EFL writing has began to mount, but imbalance still exists in relative academic inquiries. Unconscious and disorganized in direction, with theoretical blankness in methodology and practice, the care about writing only starts from bottom up and are mostly recognized as a traditional part of teaching plan. Even the education authority is not sure about how writing should be properly supported in College English teaching. As the demand in English rises day by day, the reason why we teach writing in College English programmes and whether writing should be emphasized remain unclear.The landing of Sino-foreign cooperation universities offer us a breakthrough in whether we should and how to emphasize writing in College English teaching. This thesis presents an in-sessional successful conduct of emphasizing writing in college English instruction in the University of Nottingham, Ningbo, China, the first domestic Sino-foreign cooperation university. By means of an unparallel research with mixed methods approach with qualitative research as the predominant part, the author depicts a thorough exploration into the writing components of the UNNC Pre-Masters programme and summarizes the teaching principle behind as "learner-centredness". The UNNC official emphasis on English writing abilities is originated from the British quality educational perspective. This thesis strongly supports the appeal that writing should be given more emphasis in China's college English education, and the description of the way UNNC lays stress on writing, the Year One syllabus design, and the content of the courses sets up an example for the reference of other universities at home.
