Research On The Thought Of Mordern Relieving Disaster

The formation and development of the thought on modern relieving disaster are relative to the frequency of disasters and"West tide"due to the impact. On the one hand, the disaster in modern times is more frequent than before because of political, economic and other various social reasons. The frequency of disasters caused enormous losses to economy and culture, but also prompted people think about effective methods for relieving and gave the birth of the modern connotation of relief thinking. On the other hand, modern Chinese society, under the impact by Western civilization, experienced "several thousand years of no changes". In such a changing situation, a large of west reasons came to China, and began to an acculturation with Chinese culture. The cultural background had a large effect to the formation and development of the thought on modern relieving disaster. It is in this conflict and integration of Chinese and Western elements that the traditional thinking of the disaster gradually became the new evolution of the old by integrating into the Western science and democracy.This paper is based on modern research relief thinking. A time span is from 1840 to 1931 when Jiang huai floods happened. This period doesn't include the full content of modern Chinese Famines, but enough to reveal its full picture on the development of modern thinking in terms of disaster relief. This paper is divided into four parts, as follows:The first part is the preface, mainly introduces the present research situation, meaning choice, innovation and research methods.The second part focuses on the traditional social relief thinking, based on two books, that is "shortage of 60 rescue strategy" and "Kang Ji Lu", to facilitate the further comparative study between the relief and modern ideas.The third part expounds the new content of the thought on modern relieving disaster. The author expresses this by four aspects: both education and breedings international mutual aid, the concept of the decline of the clan relief and the rising of civil justice relief and the development of industry relief.In the fourth part, the author gives an assessment on the thinking of modern relieving disaster from a macro perspective. Having discussed the worship of God phenomenon; analyzing the difference between traditional and modern type "People"; the emergence of modern newspapers played a role in promoting the modernization of relief thinking; revealing how the modern relief thinking was in a "metabolism" under the conflict of the Chinese and Western civilization, and posing own views about the "internal" and "external" factors in the formation of modern thinking of disaster relief.
