Nowadays, culture become more and more important in the source of national cohesion and creativity which is also an important element in a country's national power. The four components of soft power which include the attraction of culture, the influence of political values, the assimilatory power of political economic institution and developmental pattern, the power of influence in diplomacy that represent and determine the characteristics of our country's soft power. That is both traditional and advances with the times; penetrability and non-mandatory; intangibility and profundity.The CPC has been highly emphasized the importance of cultural development, from the proposition of"one direction, two policies"by Mao Zedong, the principle of"doing two jobs at once and attaching equal importance to each"by Deng Xiaoping and the declaration of"advanced culture is the soul of social development and progress"by Jiang Zemin to the statement of"elevating country's cultural soft power"by Hu Jintao, that we could clearly observe the brief history of building socialist culture leaded by CPC. The proposition of cultural soft power which means the CPC's awareness in the regularity of cultural construction has reached a new height.With the pace of reform and opening up, our soft power have comprehensive and rapid improvement, that is, from passiveness to initiative, from unconsciousness to consciousness. The strategic thought of"elevating country's cultural soft power"is not only favorable for implementing the scientific concept of development, but also conducive to our country's socialist overall national strength. Moreover, it is indispensable for building a socialist harmonious society. Elevating country's cultural soft power that needs to take the following steps.
