Since Theodor Adorno and Max Horkheimer, German sociologist, proposed the word of cultural industry in the 1947, cultural industries has about 60 year's development history around the world. For over half a century, the cultural industries has achieved economies of scale in its development, which has been gradually evolve one of the dominant industries and pillar industries in some developed countries such as Italy and the United States. The conception of developing cultural industries in China was put forward firstly during the period of "10th Five-Year Plan" in 2000. Currently, cultural industry accounts for a considerable proportion in the GDP of some provinces and cities in China. In 2003, cultural industries focused on its innovation and development was brought forward in Shanxi province's economic development planning, which has a goal of building a cultural province. By 2010, Shanxi province should be a strong cultural province characterized by cultural basic talent, strong humanities, strong cultural events, a strong cultural industry, strong brand culture. Cultural industries should reach to more than 20% in the province's GDP. It should evolve an important pillar industry in the whole economic development. So cultural industry development caused an upsurge of studying this topic. It has an important theoretical and practical meaning to develop and research cultural industry.Using qualitative analysis and quantitative analysis, empirical analysis, comparative analysis and modelling, research methodology, the paper centered on whether the cultural industries can or not evolve the dominant industries in Shanxi province sets off a positioning research about cultural industries in the following six chapters.The first chapter points out the meaning of selecting this subject. the second chapter reviewing the concept of cultural industry, dominant industries and potential dominant industries, providing an overview of some dominant industry determining criteria theory; the third chapter analyzes the current situation of cultural industries development in Shanxi province; the fourth chapter, from a realistic basis (naturally endowed analysis), demonstrates whether the cultural industries evolve one of the dominant industries or not ; the fifth chapter ,from the theoretical basis(baseline analysis), demonstrates whether the cultural industries evolve one of the dominant industries or not; the last one draws the conclusion: Shanxi cultural industry is a potential dominant industries at present, but it could evolve a dominant industry after several years of development at last.In theory, the paper makes a systematic research on the concept of the cultural industry and discusses the concept of the dominant industries and dominant industry determining benchmarks. By analysing the current development of cultural industries in Shanxi province, the proposition that cultural industry eventually evolve the dominant industry has been made, demonstrating from the empirical and theoretical arguments. Empirical analysis presents that Shanxi' two major advantages, resources talent and political talent cultural industries, are the basic of the whole economy. By studying cultural industries norm of demand's income elasticity of Shanxi, a over-crowd environment criteria, the relative comparative advantage for the base and industrial linkages criteria in theoretical analysing, cultural industry can ultimately evolve the dominant industries in Shanxi province. That is not mean that the cultural industry is the dominant industry now. So the final conclusion must be: cultural industries is still a potential dominant one in the economic development, which is relatively weak, but it will evolve into the dominant industry, with the huge potential and broad room for developing, after several years of development in the current system environment in Shanxi province.
