Sui Emperor Wen is the creator of Sui Dynasty, Sui Dynasty is one of the turning points of Chinese history, the importance of Sui Emperor Wen and Sui Dynasty is obvious. This paper aims to study on three questions about Sui Emperor Wen.Search the courtiers who helped Sui Emperor Wen creat Sui Dynasty. This work mainly based on Sui Shu and some related history books. They can be divided into five parts: the courtiers who persuaded Yang Jian to control Northern Zhou Dynasty when Northern Zhou Emperor Xuan died; those who served for prime minister system; those who suppressed rebellion; those who persuaded him to usurp and others. The paper lists their names systemly and gives the evidence, this work not only lists the courtiers who have to do with the creation of Sui Dynasty, but also find out some shortcomings in Sui Shu and some else.Study the policies to the courtiers who contributed to Sui Dynasty. This is the central part of the paper. Sui Emperor Wen rewarded them hugely, and Sui Emperor Wen did not forget them, still rewarded them for their former contribution. Sui Emperor Wen restrained some courtiers who were frivolous or dangerous and some courtiers especially military who were powerful. Sui Emperor Wen did not punish them unless they rebelled. Though Sui Emperor Wen killed some courtiers who contributed to Sui Dynasty, but most of them were safe. On the whole, Sui Emperor Wen treated courtiers who contributed to Sui Dynasty generously. Some opinion in Sui Shu and some else are inaccurate.Sui Emperor Wen ruled Sui Dynasty by filial piety. Related to the policies to the courtiers who contributed to Sui Dynasty, Sui Emperor Wen also ruled Sui Dynasty by filial piety in order to change the society and lead the courtiers to become loyal to him. But filial piety and loyalty are contradictory sometimes, when contradicted, Sui Emperor Wen forced courtiers to give up filial piety and choose loyalty. Filial piety and loyalty are indoctrination tools that can be discarded. Ruling Sui Dynasty by filial piety had positive and negative influence.
