In 21st century, with the development of economic globalization, the international competition depends greatly on the information control and the international communication ability, which is based on the level of English teaching.Nowadays many countries have woken up to the importance of English teaching, including some developed countries. In 2007 the Ministry of Education in China put forward the documentation "College English Course Requirements", ("Course Requirements" in short). The Requirements says that the goal of the college English teaching in our country is to train the students' ability of comprehensive use of English, especially the listening and speaking ability, in order to enable them to communicate with others in both oral and written English in their daily life and also enable them to adapt to the development of our society and meet the need of international communication. For the sake of achieving this new goal of English teaching, this thesis focuses on introducing a way of improving students' oral English proficiency—offering an oral English course for the non-English majors.The whole thesis discusses the importance and significance of oral English teaching, introduces several related theories, including communicative competence, Krashen's second language acquisition theory, task-based English teaching, constructivism in oral English teaching, the meta-cognition theory, error analysis, the former study of the importance of oral English and some recent research about offering an oral English course for the non-English majors in the universities of China. According to these theories, the author presents the importance of oral English teaching and the way of offering the oral English course. The author also discusses the present situation and problems from different aspects, gives an example of Lin Yi Normal College which has offered such kind of course and through the author's investigation it's clear that most of the universities in Chongqing haven't offered the oral English course for the non-English majors. In the forth part the author's case study in Chongqing Normal University about offering an oral English course is a whole process including the pre-test, the teaching period, the testing method, the data analysis and so on. Through the case study, the author illustrates the details and effect of offering an oral English course for the non-English majors in the universities. And at last the author gives several suggestions about how to improve the oral English course of the non-English majors to the college English teachers.Nowadays more and more experts begin to study about offering an oral English course for the non-English majors. However most of them just focus on the importance and significance of this course. In this thesis the author also proves the necessity, gives several suggestions about how to organize the course and makes a case study which can support the significance.
