The intangible cultural heritage protection is the hot spot of the world nowdays, it is payed huge attention, and this shows the development of human society is admited and the spirit of ultimate care is publicized by itself. But, for a long time, the intangible cultural heritage protection in our country is under nonconscious state, the government and the citizen is lack of protection awareness, the protection subjects are missing, and the construction and operation of related protection system is inadequant. Because of the specificity of status, feature and protection principles of its own, it has very unique governace structure. The constitution of the subjects of the governace structure of the intangible cultural heritage protection and the relationship of the subjects of the governace structure are verified, Reasonable relationship norms of the subjects of the governace structure of the intangible cultural heritage protection are constructed, and then positive-sum game model is realized, all these things are urgent and necessary for the intangible cultural heritage protection.There are important theoretical significance and innovation in this paper, this is reflected in two levels:first, the innovation of scientific analysis paradigm, methodology and perspective. Secondly, problem awareness is showed, and this promotes the construction and improvement of the intangible cultural heritage protection in our country. So the research of this paper can promote to define roles of the government, non-governmental organization and individual citizen in the intangible cultural heritage protection and system design, rule-making, and legal construction related to the role-defining.This paper learns theories from cultural heritage, cultural anthropology and law subjects to research the intangible cultural heritage protection, the methodology and analysis paradigm of public management are used to study it, modern governance theory is used as research perspective and tool, so the governance structure of intangible cultural heritage protection is grasped. In the specific research methods, material research method, logic research method, historical research method and so on are used in this paper, based on this, fieldwork survey and case interview are done. Finally, through integration, processing, refining, and demonstration of the materials got from the above methods, an standard academic paper is formed.
