In this system, there were two special countries-the defeated Germany and the new Soviet, they were "heterogeneities" in European diplomacy. However, it is precisely because of the similar destiny, these two countries became close gradually. So, during the first ten-year after WW I, a diplomatic balance game which was dominated by Germany and subtle changed, was played between Germany and Soviet. And beside revealing the development of German-Soviet relations, this game also formed an important thread of European diplomacy during 1920s.During 1920s, Germany made effort to get rid off bound and recover, at the same time Soviet also made effort to break through the blockade and firm the regime. The relationship of these two countries changed according to their interests. But people always defined this diplomatic relations simply by "Rapallo time" or "Rapallo cooperation". In fact, it is hard to define so simply, the relations between Germany and Soviet during 1920s were very complicated and fickle. Otherwise, the 1920s was an important phase for the beginning of German-Soviet relations between the two World Wars, and for the rebuilding of Germany and Soviet. The relationship between the two countries at this time, had profound effects on the development of each the two countries and their relations during 1930s. Also, it is an important background to discuss the international relationship between the two World Wars, and to study the origins of WWâ…¡. So, on the basis of the studies of German-Soviet relations during 1920s, this article will define the development of German-Soviet relations during 1920s by twice "balance games", and discuss the specific performance of the German-Soviet diplomatic game systematically, in order to form a comprehensive understanding of the German-Soviet relations during 1920s. |
