With the background of globalization, cultural diversity has become a indisputable reality. How to cultivate good citizens has become the focus of all countries. China's moral education is facing various problems among which the validity, the selection of ethical standpoint and the degradation of the educational ethics are the most important ones. Our ethical education can not only be fixed on training experts and scholars, it should also be fixed on improving the comprehensive quality of the general populace. With the advent of the democratic and law-abiding society, the idea and the personality of "subject" created by the social psychology from traditional culture turn out to be quite different from the requirement of the citizen's quality in practical modern society. Moral education has been part of China's tradition and has made undeniable contributions down the ages. We should not deny or discard it unilaterally. Therefore, we must reinstate the historical point of penetration of moral education and look for a way out for new theories and practices on the basis of improving the moral education itself. Civic education suits the times, which also suits the building of socialist democratic and law-biding country, developing socialist market economy, and constructing advanced socialist culture. So implementing civic education and trying to find out the conjunction of civic and moral education is an inevitable requirement of solving the moral education problems, raising citizen's quality and forming civil society. As moral education is the customs of China and has deep profound theretical background and great contribution. It is impossible that it is to be replaced. This article first defines moral education and basing on this, this article raises a new perspective: the integration of moral and civic education. The principles of such integration are: respecting and criticizing; integrating and differentiating localizing and globalizing. The following approaches can be taken: first, institutions building-to establish positive macro environment; second, to dig out the value of moral education in the modern era; thirdly-to find out how can moral and civic education be integrated; fourthly-to promote the reform of moral education and make it interactive with civic education; fifthly-to get more citizens involved. All those aspects supplement each other and reinforce each other.
