Challenges From Social Transformation And Reform Of Chinese Administrative Co-ordination Mechanism

Political stability, economic development, cultural progress and social insurance need government抯 administration. And administrative co-ordination runs through the whole process of administration, exerting great influence on the high efficiency of administrative organizations. Especially during the present period of transition, all sorts of contradiction appear in different ways. The importance of administrative co-ordination is quite obvious. Therefore, the research on administrative co-ordination system and reform during the transition period is very important.This article confines administrative co-ordination mechanism to its sphere of discussed theme, and sets it forth from the angle of theory and technique by synthetic use of philosophy, politics, psychology, law, administration, and so on. It begins with the challenges facing Chinese administrative co-ordination system during the period of transition, and probes into the question on how to construct administrative coordination mechanism meeting the development and need of the transitional period. This article covers four charters. The first charter expounds the fundamental reason of administrative co-ordination, i.e. interest contradiction and interest conflicts between administrative relations. The second charter explains mainly four aspects of challenges facing Chinese administrative co-ordination during the period of/transition: the challenges from the reformation of administrative organizations, administrative linking-up style, administrative ftmctions and administrative ideas of value. Naturally it should emphasize several aspects of functions on administrative co-ordination system. The third charter expounds the basic structure and main contents of administrative co-ordination mechanism during the period of transition: administrative interest co-ordination mechanism and administrative power coordination mechanism. The last charter probes into the question on the re-construction of administrative co-ordination mechanism during the period of transition.
