The Naught phenomenon of the Nobel Natural Science Prize in China is a great economic and social problem that faces our country for quite a long time. Problems reflected and refractioned by this phenomenon are not only confined to the fields of science and technology , education ,but also have infiltrated and related to many fields and gradations of the society It has also presented intricate and systematic features which needs urgent study from different angles of different disciplines Now, the naught phenomenon hasn't been a central issue of academic circles From the collected materials, we can see that this problem has only been explored to a certain degree from the view of scientific science , scientific and technological management ,education sociology and philosophy The information is limited, The academic views are at different levels The scope of the academic research needs broadening and the depth needs deepeningAnalysing this phenomenon from the angle of economics sets a precedent in the academic circles of china This is a try for me to study this systematic project from a new aspect To begin with the negative effects of the naught phenomenon on economy this essay centered on the reasons that give rise to it in our countryDuring this study ,I mainly use the Transaction Costs Theory of the New Institutional economics as the analytic means I have noticed that the system of the Transaction Costs Theory has not matured and perfected and there are divergences and contentions in the research circles But there are also identical views putting forward the conception of Transaction Costs is a significant leap of human cogmtion the founder and its successor __Ronaldo Ho Coase and D o North getting the Nobel economics Prize in the early nineties was a proof As the theory of Transaction Costs being the analytic method ,I try to use those views which have got identical agreements and I make an attempt of making them vague generalization (That is their universal use)so as to enable them to be used in the non-economy proposition I derived inspire from D North who first use it in political realm Here I use it to analyse the naught phenomenonAdditionally, some theories of human capital economics and political economy are also used to analyse the correlatedUnder the prerequisite of the integration of normism and positivism ofeconomics ,through the study of the reasons ,I draw the following views .the inadequacy of the input and the unoptlmum distribution of resources and the lack of effective incentive are the main reasons To speak concretely, that the material and human capital input, the accumulation that scientific research needs are inadequate and the Transaction Costs of the comprehensive resources such as science and technology ,education and others ,the incentive of the scientific research people's creativity and imtiative are dear are the main factors that caused the naught phenomenonBased on the above logic, the essay is divided into four chaptersIn chapter 1,1 mainly introduce the Nobel natural science Prize , propose the question and analyse the negative effects of the naught phenomenonChapter 2 , the analysis of the naught phenomenon (the former part).From the angle of Transaction Costs ,I studied the question from three aspects mentioned above the fostering and selecting of the creative talented (involving the examing education, the institution of the college entrance exam and the selection of the Master ,Doctor and other talented people),the optimum distribution of science and technology resources (involving the overall distribution of it ,the acquirement of science and technology resources for the middle-aged and young scientists and the scientific research teamOand the creativity and imtiative of the scientific research peopleChapter 3 , the analysis of the naught phenomenon (the latter part).
