CAAC is about to carry out structural reform, and all CAAC airports will be managed by local governments in three years. The Central & Southern Regional Administration of CAAC will bear the great impulse of the structural reform, and the third industry enterprise of the Central & Southern Regional Administration of CAAC will face not only the severe test to develop, but also to survive in the business. In order to survive and to develop, The third industry enterprise has to reshape, to establish modern enterprise system and to draw up a long-term development strategy. My thesis is based on the case study of the third industry enterprise. According to its current situation and the future development opportunities, I raise the development strategic plan for the third industry enterprise. This thesis has two sections: case and case study. St . The 1 section not only makes a detail analysis of the third industry enterprise s development experience and its present management status, but also points out the main problems and the coming development opportunities. Combining the theories learned in my MBA courses with my practices in the third industry enterprise, I have done internal and external analysis on the third industry enterprise in the 2nd section of my thesis, specified the enterprise's goal and strategic management fields, built up strategic objectives system and put forward the relevant strategic plans for enterprise development.
