Studies On Agricultural Conprehensive Dvelopment Input In New Period

During the agriculture development process of China, the government always gives high priority on the study of the agriculture input. In 1988, after it finalized agriculture protection experiences gained by the developed countries combing the actual situation in China, the leading figures of the State Council raised the model of the agriculture comprehensive development input . Agriculture comprehensive development input is the main measure for the government to protect agriculture, the new incentive for the production elements involving the agriculture production under the socialism marketing economic comditions ,and the innovation for the government system on agriculture protection.Because of absorbing the advanced experiences of the World Bank Projects, adopting the severe management methods, the agriculture comprehensive development input supported by the farmers from the very beginning, and gained the great achievement. The practices approved that the agriculture comprehensive development input is the important solution for the shortage of the agriculture input in China and for overcoming the obstacles on agriculture supportideas. Study on the agriculture comprehensive development input could not separate it from the basic theory of the agriculture protection, in which,the key point of the agriculture protection is the basis of the Study. Meanwhile, since the agriculture is the base of the national ecomomy, the investors of the various national economic departments are all benefited from the development of the agriculture, the agriculture department has the great exteior effect to the whole national economy.That means, agriculture department provide the public products to the whole Chinese people.Therefore, also from the public products theory, the theory basis of the study on the agriculture comprehensive developmtnt input takes the supply of the agriculture quasi-public products as the key point. Public products need the public investment of the government, so as the quasi-public products, that is the economic basis for the national finance to conduct the public investment on the agriculture comprehensive development. Following the socialism marketing economy , agriculture comprehensive development also stepped into a new developing period. What will be done about the agriculture comprehensive development input in the new historical developing period? The thesis indicates the problems existing in the present China's agriculture comprehensive development after analyzing the China's rural aread and agriculture and the internaional economic trend in the new period, and then raises the plans of the regulation on the agriculture comprehensive ddevelopnent input ii~ as well as the guidance and strategy of the agriculture comprehensive development input, so that to further classify the countermeasures on strengthening the agriculture comprehensive development input.
