With the development of economic globalization and rapid advancement of science and technology, medium- and small-size enterprises are booming worldwide, as a result, the development of such medium- and small-size enterprises are playing a more and more important role in social as well as economic life. Similarly, the development of such medium- and small-size enterprises in China is also playing a very important role in promoting economic re-orientation and structural adjustment of industry.The labor employment service enterprises, as a kind of collectively-owned medium- and small-size enterprises born in the planned economy time, are experiencing a tremendous change from their original role of providing employment to the cornerstone of current market economy. Therefore, it has become a very critical issue for the survival and development of labor employment service enterprises as to how to face the rapidly changing external environment, bring their creativity and flexibility into full play, improve their internal operating mechanism and work out strategies suitable for enterprise development.The author has been the general manager of Dongdian Electrical Equipment Company for one year, which is a typical labor employment service enterprise. Like all the other enterprises, it is not only facing a rapidly changing and fiercely competitive external environment, it has its own complexities and difficulties, such as ossified and inflexible operating mechanism, inadequate management, complicated labor relations and substantially reduction of assistance from the parent company.During the one year period of time, after a thorough investigation into the internal conditions under the rapidly changing external environment, we havedrawn up an enterprise strategy of focusing on the development of auxiliary devices for electrical power generation equipment. By centering on this strategy, we have re-allocated the resources inside the enterprise, adjusted the enterprise organization, established a new labor using and salary distribution system and initially started the reform in property ownership right.
