China economy can be mainly divided into three parts, of which one part is typically featured with non-state-owned scientific and technological enterprises. The non-state-owned scientific and technological enterprises have become new sources for China state economic growth, therefore it is undoubtedly of great significance to research their status & function to the economy development, to analyze the factors that influence their evolution, and most important, to explore the solutions for their sustainable development.In this essay, the author, based upon the comprehensive application of related theories and approaches from Property Economics, Industrial Economics, Theoretics on Strategic Development and Theoretics on Sustainable Development, etc., makes a wide and deep research on the following three issues: property ownership incentive scheme, industrial organization and development strategy, which are the three main problems that should be solved during the process of sustainable development of those non-state-owned scientific and technological enterprises. The author gives a clear concept definition between "non-state-owned enterprises" and "non-state-owned scientific and technological enterprises" , and makes a relatively deep analysis on those factors from property relations, industrial structure and development strategy that restraints the sustainable development for non-state-owned scientific and technological enterprises. The author also puts forward several solution proposals, like diversification of property ownership structure, internationalization of core competitive edge and technologization of industrial strategy, which could be applied for promotion to those non-state-owned scientific and technological enterprises' sustainable development.
