Sustainable development has been a concept accepted by people,with people as its core and seeking the harmonious development of economy,society and ecological environment. As a base industry,agriculture is the premise and essential guarantee for national economy to develop continuously. Agricultural sustainable development has been a common concern of all nations in the world. Chinese government raised the target of agricultural sustainable development in the light of its national situation.There is close relation between agricultural structure and function transformations and agricultural sustainable development. The balanced distribution and healthy functions of agriculture are the essential guarantee for achieving agricultural sustainable development. Agricultural is an industry harmonizing the natural reproduction and social reproduction. Agricultural structure of friendly environment is the basis of agricultural development. Only with the sustained development of friendly environment could agricultural economy develop continuously. The characteristics of agricultural production decide the external economic effects,that is to say,agriculture has such ecological functions as offering favorable environment for human being,preserving traditional folk culture,storing species gene,protecting and culturing environment,supplying people with travelling and entertainment. Economic development includes structure optimization and economic growth,which set the development level and phases and the possibility of realizing sustainable development from the aspects of quality and quantity respectively. Industry distribution is the basis of economic structure. Only when the industry distribution in rural areas transfers smoothly,can the overall sustained development in agridulture and in rural economy be achieved. The optimization of friendly-environmental structure is the basis of optimizing economic structure. The unity of economic,social and ecological benefits can only be realized through reasonable,optimal and harmonious relation between structures of friendly environment and of economy.The functions of agriculture will relatively change as the economy increases and the structure adjusts. Before industrialization,the main function of agriculture was producing food to meet the increasing demand of food. The development of agricultural economy was limited by lack of resources and technological lag-behind. It shows multiple functions in the process of industrial development,and plays various roles,such as supplying human with food,industry with law material,non-agricultural industry with labor forces,accumulating funds for agricultural and non - agricultural industries and meeting the demand of product and labor forces required by the second and the third industry so as to push forward the comprehensive economic development. As the rapid development in economy,the positionand function of agriculture is re-acknowledged. And the ecological function of agriculture is paid more and more attention as its demand on structure changes.The function of agriculture has gradually changed from one single function as of offering food to multiple functions and has pushed forward agriculture into a new phase after more than fifty years of development in agriculture distribution,especially after the 20 -year reform and opening up policy during which the agricultural distribution has been adjusted and improved. However under the pressure of great population and food supply,agriculture has been managed in an extensive way,utilizing resources by plunder and polluting environment at random,which resulted in unbalanced ecological structure and decrease in production capacity.
