The effectiveness of market economy appeals to the governmental interference,in the way of governmental regulation as well as macro-control. However,for some reason,governmental regulation may also give way to its defectiveness. In view of the increasing of the defectiveness and the costs of governmental regulation,the western governments begin to carry out the policy of deregulation. China,which is in the course of changing her planned economy to market economy,is carrying out the reformation of deregulation,but gains a bad result. Nevertheless,as a new member of WTO,China is facing a new round of deregulation. Basing on study,the author is trying to put forward a new but practical mode of governmental deregulation.The writing of the article is based on the methods of the studying,comparing and analyzing of the materials. After comparing and analyzing the modes of the governmental regulation of the United States and Japan,and after analyzing the previous practice of China's deregulation,the author concludes that Chinese government should enforce the reformation and create a new mode of governmental regulations,facing new surroundings of being a new member of WTO.
