In this dissertation, the history, current status, and in-out environment of theHeilongjiang Investigation Corporation are fully analyzed and discussed. The enterprise development strategy of Heilongjiang Investigation Corporation is well designed based on the methodology of the enterprise development strategy and theory of the optimal resource arrangement.
